Ligia Guallpa

Executive Director, Workers Justice Project

Ligia Guallpa is a labor leader who has organized construction, domestic, and delivery workers to build an economy that serves all working-class New Yorkers. Her advocacy has driven landmark state and local legislation, including raising the wage to $21.44 per hour for 80,000 app-based delivery workers and establishing essential construction site safety training protections.

Her work led to legislation that launched the nation’s first e-bike trade-in program and forged a groundbreaking partnership with NYC’s Mayor to create the city’s first Deliverista Hubs—revolutionizing e-bike infrastructure and e-micromobility, delivering a better future for last-mile delivery workers.

Her organizing efforts and strategic collaborations with city and state agencies secured a $16.75 million stolen wages settlement for DoorDash workers and a $200,000 settlement for Relay workers.

Beyond labor rights, Ligia has championed urgent issues like climate change and immigration, playing a vital role in emergency relief efforts for day laborers after Hurricane Sandy and during the pandemic.
