Workshop 2: Tackling Social Dumping — How Do We Take Collective Responsibility?

This event is part of a series of workshops on socially responsible business practice in Denmark’s sustainable construction transition.


Building on the foundational work of Workshop 1 on working clauses, this workshop examines why exploitation persists despite Denmark’s progressive frameworks and strengthened enforcement tools. If working clauses set the standard, why are violations still so widespread? What are the systemic mechanisms that enable circumvention, and what evidence-based approaches actually work to combat social dumping at scale?

With nearly a quarter of companies employing foreign workers at risk of social dumping according to VIVE, and Copenhagen Municipality’s enforcement data showing that 77% of investigated cases involve labour clause violations, the scale of the challenge is clear. The question is not whether the problem exists, but what systemic approaches can address it.
