Expertise 

Carlotta has nineteen years of professional experience in project management, policy development, and advocacy in the field of justice reform, human rights, and peacebuilding with a special focus on gender equality, youth, and vulnerable groups. She has provided technical assistance to state and non-state counterparts, including Governments, United Nations agencies, Non-State Actors/CSOs, and local community and grassroots organisations. 

Current work

As Head of IHRB’s Gulf Programme, Gulf Sustain, Carlotta is responsible for its strategy development, direction and day-to-day management. The Programme works at the intersection of the climate and worker welfare agendas and aims to contribute to a vision of a green economy that will drive social change in the GCC. Gulf Sustain’s objective is to develop knowledge, drive dialogue, and advocate for stronger policies, accountability, and collaboration between businesses, governments, financial actors, and local, regional, and international organisations. 

Before IHRB 

Carlotta holds a Master’s Degree in Law and a Post Graduate Diploma in Management of Development. Prior to IHRB Carlotta was deployed full-time in Albania, Afghanistan, Azerbaijan, Jordan, Pakistan, Southern Sudan, Somalia/Kenya, Denmark, Switzerland, and Saudi Arabia. Her previous experiences include the European Commission, the United Nations, the World Bank, the Italian Ministry of Foreign Affairs/DGCS, INGOs, and the Geneva Centre for Security Policy. In her previous roles, Carlotta led the development of policy recommendations and helped strengthen the capacity of local authorities, communities, and CSOs. Most recently, Carlotta was senior advisor to the G20’s engagement group on gender, Women 20, under the G20 Saudi Arabia ‘s presidency. In Saudi Arabia, she also played an advisory role to the MISK Foundation, the United Nations Country Team and Portas Consulting.
